According to the Guide 3999,
Complete all sections, If a section does not apply to you, write "Not Applicable" or "NA" if your application is not complete it may be returned to you and this will delay the processing of your application.

On the Generic Application Form for Canada, section Application Details, question 7, .. should I put NA, but where?

If it is the Quebec thing, check "No" on 7a if you don't plan on residing i quebeq and the following 7b and 7c will go grey if you fill it out in Adobe. So the form will do the work for you if you fill it out on your computer.

Then put NO and n/a and n/a. However, do it on paper first, then on the computer in Adobe PDF reader. That way a barcode will be created and they just scan your application and it will be processed much much faster.
