The link Is for those in Canada as citizens or PR etc. If outside Canada, google it and there are many companies that order on your behalf.

If you're in Canada and a PR, why are you going through a company? Use ATIP and order just the comprehensive notes. Should be the first option. That should be enough to get an idea of what happened to your application.
