If you are neither a Canadian citizen, a PR or physically in Canada, the answer appears to be no. However, I believe that there are companies in Canada who will provide a service to you to do it on your behalf.

You need to be a Canadian citizen or a permanent resident for ordering the GCMS notes by yourself. I ordered it from https://www.gcmsnotes.ca/
I got in on time and they were prompt in responding to queries as well. You can also look at other providers.
They get the GCMS from IRCC, you need a representative in order to get a GCMS outside Canada, they will have you sign a consent form and IRCC will send them the request and they will send it to you.
100% safe you can do some research if you do not trust the companies other as posted i personally used them https://getgcmsnotesbuddy.com/ ( not an endorsement) for GCMS and also CBSA notes in the past and then i figured how to do it on my own since i am in Canada.

GCMS NOTES can only be requested by a Canadian Permanent Resident or Canadian citizen, not by a visitor or a non- Canadian citizen.
GCMS states detailed information about VISA denial, and it's possible for you to order your GCMS NOTES through someone who has a PR status in Canada or better still a Citizen of Canada. I ordered my own GCMS NOTES through a trusted third party https://canadawiz.ca/product/order-gcms-notes-atip-request/ and I got detailed information on the reasons for my previous visa refusal.

Clarification. ATIP request (e.g. GCMS) can be requested by anyone legally in Canada by providing right to access proof as mentioned below.
To prove that you have the right to make a request, you must provide one of the following documents: a copy of your Canadian passport or your permanent resident card, or an official document that demonstrates you are currently living in Canada (i.e. a driver's license, bill with proof of address, work/study/visitor permit, etc). Only one (1) document is required. Your Social Insurance Number (SIN) will not be accepted.
We applied in 20 January 2022 and still not a single response for the note. What can be done you think?
I got caught to this scam. I'm really upset as i spent $20 for a full report. Now, I am unable to reapply for these notes.
Sorry you were scammed but you can always reapply directly with IRCC and CBSA. A friend or relative can help with the consent form
