Yes, you are correct. The BGC (Background Check & Security Screening) is comprised of two parts:
The BGC status will change twice during the application process. The first change will occur when the criminality check is in progress. This is usually early in the application process. The status will then change to "Not Applicable" once the criminality check has been completed.
- Criminality Check: This is a check of your criminal history. It is done to ensure that you have not been convicted of any crimes that would make you inadmissible to Canada.
- Security Screening: This is a check of your security status. It is done to ensure that you are not a security threat to Canada.
The second change will occur when the security screening is in progress. This is usually towards the end of the application process. The status will then change to "Completed" once the security screening has been completed.
Only after both, the criminality and security checks are done, the BGC is conclusively passed.

1. Due date pushed forward to Jan 1, 2024
2. Exemption from disclosure reduced from s19,s21,s22,s26 to s21
3. Security Screening page vanished
4. In notes say "case under review on December 8, 2023"
5. Office location changed from "RROC FSW" to "RROC FSW ADM"
I think it might be that my security screening has returned from CBSA and is waiting for the final admissibility review.

My application was submitted on Nov 5 2022, inland, FSW. Eligibility was approved in May 2023, Criminality in July 2023, but apparently, we are going through Enhanced Security Screening. I have already sent webforms, contacted the MP (who confirmed we are going through additional security screening process). I asked for CBSA notes two times: on the first one, my (principal applicant) sub activities status was blank, and my spouse's was " in progress by CBSA". On the second one, received in December 2023, my subactivity status was "received by CBSA" and my spouse's was blank. Additionally, I required CSIS for the status of the application Security Screening in between the CBSA notes requests. My spouse's screening was finished as of July 2023, mine was still in progress (in early December). I asked again CSIS for an update on the application's security screening, but that is due on Feb 12th. Could you provide some insights into where we are currently standing regarding the security screening process?
