I'll take a stab at this despite not knowing the context. Some government jobs (or contractors that work for the government) require that the employee have (or have the ability to acquire) a certain level of security clearance depending on the position and its access to sensitive information or places. Security 1 is the basic level. This is usually easily acquired. Level 2 requires a much more extensive background check.
