Yes, the supervisa was rejected 3 times before. I finally decided to take it to court and JR was filed. After that IRCC reopened the case. I recently ordered the GCMS notes and found the below

collects her pension from the government and in order to do that she has to go to her bank in her home country in person. PA would like to visit her grand• child and her son. Income and funds are KL5210 sufficient. The NOA of the host has also been reviewed. Medical insurance provided. I note that PA previous visa applications were refused because of strong family ties in Canada. However, super visa applicants will have significant family ties in Canada. Therefore it might be contradictory to the purpose of the visa in this case. As a result, I have approved this application.
On the other hand, in the application correspondence section of GCMS notes it reads below.
