GCMS notes Received not understand all

Hey
today i received my Sponsor wife GCMS which she apply before 30 days ago,
before manila embassy e mail me bellow:
Based on the documents you submitted, I am not satisfied that your sponsor intends to reside in Canada once you obtain your status as a permanent resident. If your sponsor can demonstrate that he will reside in Canada before or when you become a permanent resident, it may be possible to proceed with your application.
after that some people tell me to apply your wife (Sponser) GCMS note to check why they not satisfied so we apply GCMS note and we send them our additional documents as proof of her last job contract which we not send before because she did not joind that work because we were thinking that we will get my PR before 2013 march job contract end but we did not get my PR.
now my question is they send me 16 pages of GCMS notes so which page or clause to know that why there were not satisfied?
like i saw REFUSAL GROUND =CRIMINALITY =0 MISREPRESENTATION =0,APPLICATION STATUS IN PROCESS.

It will be towards the end if the notes. Some of the last pages have the officers personal notes and thoughts about your app

Hmmm. 16 pages seems kind of short for an application that's almost a year old. My wife's GCMS notes are up to 44 pages now. Did you order the notes for the sponsor or the principal applicant?

We order for only sponser notes not applicant notes.

copy/paste the entire notes for us to see, delete any personal info

In notes the mention applicant detail and one notes is bellow:
SPR are being out side Canada ( south korea) with plan to return to Canada on March 2014 after SPR Employment.
Issues identified above appear to require closer examination an officer.
I try but its not coping.

We order for only sponser notes not applicant notes.

You'll want to order the applicant's notes. Since you got sponsorship approval, it seems the guy with the concerns about whether the sponsor will reside in Canada is a VO in Manila. You won't find out anything about his concerns if you just order the sponsorship application notes.

Actuly i forgat to mention applicant detail and after sending GCMS note request i realise this but they send me e mail bellowubsection 130 (2) of the Immigration and Refugee Protection regulations of Canada states that:
(2) A sponsor who is a Canadian citizen and does not reside in Canada may sponsor an application by their spouse, common-law partner, conjugal partner or dependent child if the sponsor will reside in Canada when the applicant becomes a permanent resident.
Based on the documents you submitted, I am not satisfied that your sponsor intends to reside in Canada once you obtain your status as a permanent resident.
If your sponsor can demonstrate that he will reside in Canada before or when you become a permanent resident, it may be possible to proceed with your application.
Any evidence or submission which you or your sponsor may wish to provide must be received by this office within forty-five (45) days from the date of this letter. If we have not received a response within that time, your application will be assessed based on the information available on file, which may result in a refusal.
Only original documents or, when unavailable, certified documents are acceptable.
The file number noted above must be included on all correspondence with this office.

Its clearly showing that we sbould know about sponsor GCMS not applicant but this month i will apply GCMS Notes both of us.

It looks like you can save this application by moving to Canada immediately and get a job or whatever.

If my wife move to Canada then my file will transfer from Manila to Islamabad i thing we have to stay here till the required time of manila embassy.

what date was the request for more information received? Has it been 45 days yet? What the officer is asking is for proof that you as the sponsor plan to live in Canada again. They want proof that if they approve PR for your spouse that the two of you will live in Canada. What proof do you have that you want to return to Canada? Do you have a house there? An apartment already? Do you have a job lined up? Have you at least had interviews online for a job? Do you plan to go to school in Canada once you arrive? Have you applied to any universities?

In order for you to be approved as a sponsor you need to prove you will return to Canada. The CIC does not care that you have family in Canada, they don't care if you have friends in Canada. They want hard proof that you have future plans already made to live in Canada. Letters from family and friends would help support your evidence, but that can not be your only evidence.
