GCMS Notes May 2021, Please advise

I am not satisfied that the applicant would leave Canada at the end of their stay as a temporary resident, I note that:

- the client is married or has dependents or states to have close family ties in their home country, but is not sufficiently established

The study plan does not appear reasonable given the applicant's employment and education history, I note that:

- the client's previous studies were in an unrelated field
- the client has previous studies at a higher academic level than the proposed studies in Canada
-the client's proposed studies are not reasonable given their career path

Based on the applicant's limited employment prospects in their country of residence/citizenship, I have accorded less weight to their ties to their country of residence/citizenship.

Weighing the factors in this application, I am not satisfied that the applicant will depart Canada at the end of the period authorized for their stay.


It took me to take the GCMS notes for around 60 days. My application was with family (For me Study permit, for my wife SOWP and for my child TRV)

Age 36, I have been working in the tourism sector for the last 10-11 years and currently as an Assistant Operations Manager. I have no significant employment gap. For education; I have 2-year Tourism and Travel Management College degree and 4-year Business Administration Bachelor degree (total of 4 years with transfer credits.)

I had a Letter Of Acceptance for Conestoga College Project Management 1 year post-grad certificate for May 21. After refusal, deferred it to September 21. At the beginning, I was between Global Business Management and Project Management. I chose Project Management because I believe it is suitable for my previous studies.

I thought removing my family and reapply to the same course only for a study permit would work for my second application, But after GCMS I believe it is all about course selection and college. Please make a comment.

The notes are quite descriptive, and is in line with what we told you in your previous posts:
  • VO does not think your chosen course is reasonable - going with a college certificate after 6 years of post secondary studies and many years of experience. Also you are an operations manager in the tourism industry, what do you need a PGD in Projects Management for? How have you explained this in your SOP?
  • VO didn't see sufficient proof of better employment prospects in your country after completing this irrelevant course you've chosen.
  • VO says you don't have enough assets to show firm establishments in your country
Not sure how you will go by this now, seeing as you have applied twice and the VO seems to have caught on to your real reason for going to Canada - to immigrate.

Might be time to get an IRCC-accredited immigration lawyer.

With your experience, I think you should be looking at a Masters level of studies. Have you applied from your home country or you reside in a different country ? You would then also have to demonstrate in form of links/screenshots all the job opportunities you are looking to target.

You need to mold your application based on how VO wants to see and believe. Lots of candidates apply alone and then apply for SOWP. Its a loophole like many other you will find. I believe to an extent this is created as a result of their reluctance to accept honest applications so applicants have to work around it.

I have already worked with an IRCC consultant for our application. I have applied only once and it was with my family together. I have been waiting to have my GCMS notes to reapply. I did not apply for the second time yet.

I have tried to explain how Project management will add better prospects for me and help me to jump in my career path.
What do you mean as assets? I had shown a property under my name. What I believe is, they don't want family applications with these pandemic days. In Canada, Already unemployment rate is big so why give Open Work Permit to spouses?

I deferred my LOA to Fall 21 and waiting for Conestoga PM. I think to cancel this admission.

Oh good, I thought you got a second refusal.
Lots of people applied with family and approved - myself included so I don't agree with your assertion there. They very much want to keep families together, but you need to proof that you can afford to do so and not end up being a liability once you are all in Canada.

You should definitely change your institution prior to applying again - to a Master's program at the very least. Not sure how well you explained your prospects in your SOP but VO is not convinced so you need to take another look at your SOP.

I have applied from my home country and reside here also. Not a problem about this. I should have added some job offers from my current employer and job opportunities in the sector to prove for sure but what done is done. If I apply again, next time needs to be a more powerful application. I want to apply alone and then apply for SOWP. I guess this is a better way.

Do you think the Master's program would fix most of the issues with notes?

What they are looking for is a motive to study and your drive behind you spending thousands of CAD to study abroad. We know ultimately we do this for PR, but you still need to ensure you are a genuine student who plans to return to home country after studies.

From an academic accreditation point of view, your chosen course is still similar grade of studies that you already have. Masters is higher education and you can align it with you motive for career progression, diversification, etc which stands a high chance.

Change the program and reapply. VO will also note you exclude your family this time and pay more attention on your profile to find something else. Once you have refusal, chances of another refusal is high. Only way to overcome and convince is to change program of study and have strong SOP that addresses those concern. All the best, take time and do good research before reapply

I have tourism/aviation experience and applied for a Masters in Tourism Management. I did get a refusal, maybe because i didnt include a SOP which i now will explaining my stance and job prospects etc
