Access to Information Act s. 13(1)(a)

13 (1) Subject to subsection (2), the head of a government institution shall refuse to disclose any record requested under this Part that contains information that was obtained in confidence from

(a) the government of a foreign state or an institution thereof;

Based on what the other person said, which country do you come from? And what other countries have you visited?

That may give you a clue. I don't know.

It is a standard reason to withhold information in GCMS notes. It's information sharing between governments; part of the security and background checks. Everyone will have pages withheld like this.

In my GCMS notes, there's withheld information about my spouse's security background checks while there isn't about mine. Does this mean my security checks have not started?

Unless you submitted an authorization to have access to your spouse's private information, it is illegal to release it to you.

As to whether or not your security checks have started, all I can say is what you said: there is no information about them in your notes.
