Gcms notes for PNP: medical request first or eligibility check done first ?

As the subject of this post indicated, I am just wondering when CIC processes PNP cases recently, do they do medical request first or eligibility check first?

Your question is not clear.
PR process at CIC for PNP is as under:

1) You should have PNP Nomination certificate.
2) Fill all forms federal side.
3) Deposit your payment
4) Send all above to CIC, NS
5) Wait for AoR from CIC
6) Your filee will be trasffered to Local Visa Office
7) Medical Request will be sent to you
8) Police Checks passport submission
9) Visa Issue

Eligibility is done first. Then they send you the MR

Not true all the times

For my case, as per GCMS notes, MR has passed and updated on Oct 27 but eligibility, criminality and security have not yet started
