Is it possible to request CIC GCMS/CAIPS notes directly through ATIP without going through those other middlemen? I tried the CIC call centre for any answer to this but the lady who came on the phone wasn't helpful.

Yes, you can go directly, it only costs $5.00. here is the link with all the info:

I tried submitting it online but that link didn't work so I mailed my forms. I got the GCMS notes by e-mail ( I requested this), within 30 days.

Do i need to submit a signed consent from my wife (applicant who is abroad) since I'm the sponsor who is a Canadian citizen residing in Canada?

You need a signed consent from your wife if you are requesting her file.

yes, you will need her consent. I e-mailed it to my husband and he scanned a signed copy and e-mailed it back to me. this way you don't waste time for mail. It can be done in a day.
