My question pertaining to this: Is the sponsor allowed to submit documents that are being asked from the applicant? Or do you have to send them to the applicant and then s/he can supply them instead?

I believe that those who send emails/queries to a VO have important concerns to inquire about and they don't do it for fun. Besides, the VO do not generally reply to those queries anyway. So, it doesn't matter whether they receive hundreds of emails or not, they won't read them as they don't go...
