I am fresher having a gap of 8 years after my masters, wishing to immigrate to Canada. What would be better - applying for a master/diploma in Canada or taking a year job experience and applying for PR? Is there any possibility of a visitor visa. Can I apply for a job on visitor visa?

What do you mean by a fresher for 8 years after your masters? Did you not get a job?

If you were working or freelancing or had a business to be taken care of, then that wouldn't count as a gap.

Yeah, you can do pg diploma or a masters would be better. You can even go for phd. Or you can try for express entry.

I was preparing for govt. jobs. I would appreciate if you could tell me that will my gap hurt my visa approval chances if I apply for any graduate diploma course.

You already have a masters so graduate diploma makes no sense and could lead to a rejection even post grad diploma might not be enough but is better, you should aim for a masters.
The gap is not an issue, the issue is what have you been doing since then? If you havent worked then you will have a difficult time showing your intention to return.

Will my being honest about my past and coming back to take care of my parents still hold him back.

You didn't mention in which field you had masters.

These are some of your options:

1. Go for pg diploma in some good public college which will help you obtain a pgwp which will be helpful for obtaining pr later.

2. Go for another masters/MBA

I hope someone will help you out with which pg courses are good and in which colleges if you mention your past academics.
Also, you will need to write a strong sop to convince the vo as to why are you going for a diploma or another masters although you already have a masters degree. Difficult, but not impossible. Have seen many going for diplomas after their MBA's too.
As for your gap, I think you will need to consult an expert first or an agent.
