If you're asking if a foreigner outside Canada can enroll in a school inside Canada, I think he/she would need to be accepted by the school before being able to apply for a study permit, which has its own specific set of criteria aside from acceptance by the school. Thank you for your reply. But he has done a Diploma course in business. Doesn't that count? or is it useless?You'll have to look at the prerequisite for the course but given that you only have grade 9 you probably don't meet the prerequisite.

So what do you suggest to increase his chances to get his visa approved? thank you for your reply.From what I've read, the biggest obstacle for a foreigner in obtaining a study permit is proving to the CIC that he/she would be able to support him/herself while in Canada because he/she would not be allowed to work while on a study permit. So unless he/she got someone to take him/her in, the student will need to show that he/she has a large sum of money available to pay for not only rent, but also tuition, food, books, transportation and other expenses while in Canada.
