After researching it on various other resources, i think we should not wait for latecomer CIC to post the news, it seems to be true as lot of senior news reporter and immigration consultant started talking about it in open.

Minister is trying to bring a healthy condition in the immigration system where they could breath easily with no suffocation of sick backlogging situation. Minister Kenney has been saying for months and years now that They are eyeing on applicants who are needed by Today's Canada; not at times when they applied half a decade/a decade ago.

This was the decision everyone was waiting for.
 
Skilled workers and professionals - Who can apply

Skilled workers are people who are selected as permanent residents based on their ability to become economically established in Canada.

Federal skilled worker applications are assessed for eligibility according to the criteria set out below.

For your application to be eligible for processing, you must:

have a valid offer of arranged employment, OR
have one year of continuous full-time paid work experience in at least one of the occupations listed here * OR
be an international student enrolled in a PhD program in Canada (or graduated from a Canadian PhD program within the past 12 months) and meet certain criteria.

*The occupations on this list are in areas where there is a proven need in Canada for more workers. If you are applying under this stream, CIC will only accept your application if you have experience in one of these occupations.

Work experience minimum requirements

If your application is eligible for processing it will then be assessed against minimum requirements.

Your work experience must be:

for at least one year, continuous, and paid (full-time or the equivalent in part-time), AND
Skill Type 0 (managerial occupations) or Skill Level A (professional occupations) or B (technical occupations and skilled trades) on the Canadian National Occupational Classification (NOC) list.


(Note: The NOC is a system for classifying jobs in Canada. The link will take you to the Human Resources and Skills Development Canada’s website.)

If you meet the above minimum requirements, your application will be processed according to the six selection factors in the skilled worker points grid, which are:

your education
your abilities in English and/or French, Canada’s two official languages
your work experience
your age
whether you have arranged employment in Canada, and
your adaptability.

You must also show that you have enough money to support yourself and your dependants after you arrive in Canada.

Note: For the 29 eligible occupations, as of May 8, 2012, the maximum of 10,000 Federal Skilled Worker applications has been reached.

These limits do not apply to applications with an offer of arranged employment.

If you are not sure if you should apply as a skilled worker, you can:

use the Come to Canada Wizard to get an idea of whether your application would be eligible for processing, then
try a self-assessment test to see if you might earn enough points to qualify.

exactly siddhaarth, we all were waiting to apply in July, 2012 and were waiting from so long.

This is what they update this time, No NOC code for us this time, really really sad.

Cann't imagine still, unpredictable :(

Argh, don't kill yourselves, Indians, Pakistanis, Filipinos, and other south Asians over this!!! There's always next time, whenever that'll be!!!
 
While I appreciate the disappointment of people wanting to apply in July I think you have to put it into perspective. In the short term it means you can't apply now but if they get this right and when they open the NOC list back up it should mean much faster processing for everyone so better for you long term.

Let's just hope this works out the way they plan so it means it is good for everyone and not just the people stuck in the queue.
 
Didnt mean to hurt the newbies but this ban will probably be imposed for one year/6 months, so only a year will be gone from the lives of the newbies but think how many years the applicants in the backlog have lost from their lives.

Minister Kenney has to take a side in this game. It's a Tiebreaker condition and one must win; Backloggers/Newbies. This time, its the backloggers. Future may hold good lucks for the newbies.

I fail to see how he was being rude to new applicants?

Anyway the door is NOT closed. People can still apply and gain PR as Federal Skilled Workers.

Just need to get a job offer supported by LMO/TWP or a formal arranged employment offer. A question of hard work researching, book that holiday in Canada and arrange interviews, and go for it. It can be done.

Those who are saddened because they can't apply under former FSW1 can still apply, it will just require more work and focus.

I'm still positive, I'll wait till the time game doesn't favour to our side (newbies).

Life is full of ups and down, Everyone should accept this as a challenge not a disappointment since it's for everyone.

Best of luck for the ones who're in backloggers, hope you guys make it to Canada soon.

My guess is that Kenny is planning to tweak the FSW program so that he can open the door for more (less-skilled) Europeans. He has spoken about this before.

High language skills will be required, with less education points, which means unemployed Irish and Brits will be favored
