Hello,

I received my CSQ some time ago and applied for a PR visa through the federal government 16 months ago.
Two months ago I was requested to send an updated police certificate,I haven't heard anything from them since then.

I mailed them to ask what's wrong, they replied today saying :"Please note that further background checks are in process. As soon as we receive satisfactory background checks results, we will continue processing the application. This is a legal requirement prior to visa issuance and cannot be avoided. "

Any one got an idea how long those "further background checks" are going to take?maybe someone with similar experience can share with us..

Thanks.

Please see the quote from The Source -CIC website:
What is a police certificate?
A police certificate is a copy of your criminal record or a declaration of the absence of any criminal record. Police certificates are different in each country and territory and may be called police clearance certificates, good conduct certificates, judicial record extracts, etc. They are issued by police authorities or government departments and used by Citizenship and Immigration Canada (CIC) to prevent individuals who pose a risk to Canada’s security from entering the country.
Who needs a police certificate?
In general, you and everyone in your family who is 18 years of age or over need to obtain a police certificate. You must obtain a police certificate from each country or territory where you have lived for six consecutive months or longer since reaching the age of 18.
The certificate must have been issued no more than three months before you submit your application.
If the original certificate is neither in English nor in French, submit both the certificate and the original copy of a translation prepared by an accredited translator with your application.

However, keep in mind that those have to be recent so whatever you got when you left the country is no longer valid for Canadian immigration
Hope that helps, good luck!

Igtar has posted the correct information, here is the link:
http://www.cic.gc.ca/english/information/security/police-cert/index.asp

So, mrshah, YES, you need to obtain new police clearances if they are more than 3 months old. Use the link above to get info on how to obtain them.
