Just read the thread.
It seems like some border officers don't know the requirements. That's justifiable because all Canadian media are saying "Fully vaccinated CANADIANS are exempt from quarantine". If you read the article behind the subject line, they emphasize that only Canadians and PRs are to be exempt from quarantine if vaccinated. Yet, the Government of Canada's official site states clearly under the International Students page that all travellers who are eligible to enter Canada may be exempt from quarantine if fully vaccinated.
To avoid all of this hassle, it's better to book a 14 days stay at a hotel or somewhere else just in case, although the only requirement for eligible fully vaccinated travellers is to have a quarantine plan, not booking. It's also not advisable to arrive earlier than 4 weeks from the start of your studies.
