So if your purpose of visit it tourism, then you cannot come into Canada. Only full vaccinated (with vaccine on the list) travellers can enter for tourism.
So that may affect your TRV application. (Or even if you got the TRV, you cannot travel until you are fully vaccined or they change the rule)

If you are authroized to travel for other reason, then it's not affecting it.
