Finally I got the second AOR from London Office. The file number has not changed and they have sent me below reply (4th July-11) for my queries regarding 2nd AOR:-

A letter acknowledging receipt of your documents was sent to the mailing address on file on 10/06/2011.

Please note, your file has not changed. Please quote the following file number in future correspondence: B123456789

Regarding the status of your application:

Unfortunately, it will take longer to process Federal Skilled Worker applications submitted under the first set of instructions (between February 27, 2008 and June 25, 2010) than originally projected.

During this time, the department received applications for more than 425,000 people, and 144,000 of these have not yet received a decision.

This number represents more than twice the number of projected admissions under the Federal Skilled Worker program in 2011, so many of these applicants will have to wait two years or more to be processed. Because they reflect Canada's current labour market needs, applications under the most recent set of ministerial instructions are processed on a priority basis.

Our office sends immigration decisions and information requests by post or by email to the mailing and email addresses provided in the application. Therefore, it is important that our office be notified immediately of any change of address and contact details.

I am not sure about the waiting period but I assume it will be 12 months from the letter date.

Dear Cool.

Congrats for your much awaited 2AOR # since our time line is almost the same so you too got it. But by letter from the CHC says something different.
I wonder since our visa office is the same CHC LONDON then why such difference.

"This refers to your application for P.R IN CANADA which was recently received at this office.We have created a file with a the file number pasted above. This file number is different from the once assigned to you by the Centralized Intake office in Sydney. You must quote the new file number in any future references or corrospondances.
Processing Time:
The application for P.R for CANADA in your category requires an average time of 12 months to process in our office.
..

Please let me know what it means...

I am not sure why have new file number and why I have same file no.

2nd AOR is a standard letter and average time is 12 months. If 8 months is passed, we can inquire our status with them.

However, may I suggest that since the timelines are being counted based on the date of the 2nd AOR, why not rank it from there? with that we can calculate who will be the most probable to receive MR's notwithstanding the timelines of their respective local VO.

Your letter content is different... I got my second AOR on 23 march 2011 and it's similar to marchie has mentioned.
