Hello everyone, got a letter from VO yesterday telling that they receive my application dated sept10. Is this the one called 2nd AOR? or the is another letter?

Seems that it is, if you haven't sent case specific inquiry to VO.

Does it say something about processing time etc.?

What is your status on ecas?

I found one example of 2nd AOR from London VO on forum but I think content might be different in some cases
Dear Madam/Sir,

This refers to your application for PR which was recently received at this office. We created a file number pasted above. This file number is different from the one assigned to you by the Case Processing Center in Sydney.

Before your application can be placed in processing, a further determination will be made as to whether or not you are eligible. If your application is not eligible for processing, you will receive a letter informing you of the reasons for the decision as well as a refund.

Processing time
Application for PR in Canada in your category require, on average, 12 months to process at this office. If you have not received any instructions from us within 8 months of the date o this letter, please contact this office.

Sent our Application to CIO September 16 and tracked on FedEX that it arrived Sept 22. I dunno how long I will be waiting before it is officially declared as filed. Good luck to all of us!
