The possibility at the moment is that you can have someone carrying your passport to India and send from india to the New Delhi visa office and thus they can send your passport back to your permeneant address in India. It is also possible someone with an authorization letter to collect the passport on your behalf that can avoid further delays on the postal system. I guess you are an indian and got a permnenant address in India.
I hope this would healp. I asked the same question a few couple weeks ago and got a reply from one of the forum member on this. See the below insert FYI. This info is from his personal experience and guess which is more reliable.
Can you please reveal your application date / AOR dates / Medical Request dates so that other guys waiting in this forum on their medical can figure out an approximate time and dream about their medical call. I applied in may and sent documents in October last year. Hope to hear from the ND office soon for medical.

But in my case, since my daughter(who is included in my application) is in Delhi, I told them that she would be collecting the passports. I had sent them her mobile no. They called her up yesterday morning for collection of stamped passports. And they have sent email to me confirming their discussion with her. She has to carry a copy of the email and some identity proof to CHC.
