Can i pay the full course fees in advance, as i am not able to get loan from the nationalized banks for the Graduate Certificate Program. A private bank which is not in the spp list is giving me loan but it is not acceptable by the CHC. So using HDFC Credila, can i pay the full course( 2 semester fees) in advance and then apply for visa. I have approached about 10 banks and they refused to give loan as it is just a 8 months course.

They usually reject visa in such cases. There are two reason of this Loan. First it show the money (which you can also show using bank statement or paying your fee) the second most important thing is that it shows your worth in your country of residence and your strong home ties.

I have seen an interview of VO on a website and there he mentioned that banks have better idea of evaluating property so based on this load we grant visas easily.

Yes, you can pay the whole fee in advance and then apply for the visa. It's highly unlikely for school to accept whole year fees in advance.

or else basically my whole tuition fee is 22000 $(12lacs approx) + 11000$(6lacs approx) living expenses, so 33000$ (18 lacs)on the whole.. i am planning to pay the 1st sem fee of 11000$ with my money, then if i manage to get a loan for the remaining amount is that enough?? So if i manage to get a loan of 10 lacs, is that enough?
