If you get PPR (passport request email) after medicals, PCC and RPRF, that means you are through for Visa.
DM (decision made) is an update on the E-cas portal about the status of your application. DM after medicals, RPRF and PCC means in most cases you have a positive decision (that means you are going to get PPR)
However, DM before medicals, RPRF and PCC means you are in trouble. In this case it would mostly be a negative decision.
In short, DM can be at any stage but PPR mail is a clear sign that you are through.
