12.14 Family members arriving before the principal applicant
Occasionally, a BSO at Immigration Secondary will encounter a family member who arrives before the principal applicant and is seeking permanent residence. R51(b) requires a permanent resident visa holder to establish that they and their family members, whether accompanying or not, meet the requirements of the Act and Regulations. For a family member to meet these requirements, it is usually incumbent on the principal applicant being admissible at the port of entry. This also holds true for the principal applicant arriving before their family members.
A BSO encountering this situation should obtain the following information from the family member or principal applicant:
 why the family member or principal applicant is preceding the rest of the family (for example, to seek accommodation or employment, lack of a seat on the aircraft carrying the principal applicant, etc.);
 when the rest of the family is due to arrive; and
 the person's means of support.
The BSO should complete the verification process but should not grant permanent resident status to the family member. If the person has a valid permanent resident visa and the BSO is satisfied that the rest of the family intends to come to Canada, the BSO may wish to defer the examination pursuant to A23 in order to obtain more information or wait until the rest of the family arrives so they may be examined.
The BSO should enter the information into FOSS by means of an NCB, which indicates that the granting of permanent residence has been deferred pending the arrival of the rest of the family.
Note: Officers shall include their CBSA user ID (ABC123) and badge number when entering or amending remarks in FOSS.
If the BSO has reasonable grounds to believe that the rest of the family will not be coming to Canada, the BSO should initiate enforcement action unless the person qualifies in their own right for permanent resident status.

Your case can be possible but you need to provide them with as much as possible evidences of how your son will support himself during the stay until you join him... You should also send with him the POF and if possible send a copy of the tickets of yourself if you already booked it.. If your whole family except you were going that atleast it would have been Ok. But sending only your son is a risky thing though..

Hi, one important thing about principal applicant landing. As OHIP insurance the person needs to be in Canada minimum for for 153 days after landing or OHIP is not applicable. I am not sure about it but would suggest to check before making decision to land Canada just to drop your child.

Thank you dear...

The things to submit are
1. Passport
2. Email printout
3. Fill out personal details column
4. Two recent passport size photographs as specified in email.. There is a link for photo specification. On the back side of one photo write photo studio name, address, applicant name and date of birth. Either it should be written or stamped NO sticker

Hi friend., The reason behind why my file is processed very fast is may be I'm a single applicant, so the VO don't have to go through so many formalities of background checks or verification checks. For a family or more than one applicant, obviously it takes more time to complete the process. But seriously, even I don't know the working pattern of WVO, in some cases they show such remarkable speedy processing while there are so many other applicants who are still waiting for MR/DM/PPR.
All we can do is to wait for the right time to come. Don't worry, you will surely get PPR. May be you will get it without TLU, since I've seen ppl getting it without TLU. Just be patient, or else you must email to WVO email address about the status of your file & delay in TLU or PPR (instead of raising CSE). All the very best .!
