Thanks for the info. Why I asked this question is I raised a CSE yesterday on Warsaw office and today they replied that all my documents have been received and my file has been transferred to Delhi Office and they will take the final decision. They also informed that background checking is still ongoing.

No this raises two questions:
1. Am I going to get PPR mail from Delhi office?
2. What background checks are left now?

Has anyone faced this situation?

Dear Harry,

What exactly you had inquired about in CSE?

Can you please cut past the CSE and reply from WVO after removing personal details?

Is the delay in MR/PPR of more than 60 days is due to that the files are transferred to NDVO from WVO?

Why such step now for few applicants?

It is confusing. Why then the files were transferred to WVO?

Any specific reason for it?

Hi,

Does anybody know if Employer's Provident Fund (EPF) can be used as a proof of funds in addition to a FD deposit? I will be able to withdraw this money after I resign from my current position.

Thanks for your time.

Hi Sarkar and Bluestone:

I think NDVO will always remain our parent processing visa office.

Unlike previous years, this is the first time NDVO has offloaded FSW applications to Warsaw and Colombo. So what I feel is these two visa offices are basically doing the back-end job for NDVO. Final decision for granting visa ultimately rests with Delhi Office for all applicants from India. Based on the decision given by NDVO, Warsaw or Colombo will inform the applicants. For some this process is fast for some it is slow.

It is a Misconception.

Firstly, offloading decision is not taken by NDVO. It is taken by CIC.

Secondly, physical documentation and rights to access our files are only with wvo. (Try to raise CSE to NDVO, you'll never get response)

Thirdly, it is the Visa Officer who decides upon the file, not ndvo or wvo as a whole.

Fourthly, PPR mail suggests to submit passport to ndvo because it is the nearest visa office to us. Those Indians who are physically in Middle East on employment have been instructed to send their passport to wvo directly.

NDVO can do back end jobs for WVO like background check etc. But taking decision is sole authority of vo who is handling your file, except, transfer of file to other vo.

Friends please share your views on this and please correct me if I am wrong.

Dear Harry,

Could you please paste the CSE and reply from WVO after hiding your personal details ?

almost output from Bluestone is correct.. :)

But i still confused why they again transferred to NDVO to take decision?

Thanks,

Hi bluestone:

Pl find my answers in red below.

It is a Misconception.

Firstly, offloading decision is not taken by NDVO. It is taken by CIC.

Workload distribution is done worldwide based on recommendations of the visa offices. CHC has a global processing system

Secondly, physical documentation and rights to access our files are only with wvo. (Try to raise CSE to NDVO, you'll never get response)

I have raised CSE on NDVO in the past and they have replied back

Thirdly, it is the Visa Officer who decides upon the file, not ndvo or wvo as a whole.

It is the Canadian high commission of the home country who stamps the visa if you are present in your home country. Visa officers can reside anywhere

Fourthly, PPR mail suggests to submit passport to ndvo because it is the nearest visa office to us. Those Indians who are physically in Middle East on employment have been instructed to send their passport to wvo directly.

People residing in India cannot send their passports outside their home country. It is against law and also mentioned on our passports. Those residing outside cannot courier their passports back and forth from their home country so they are asked to send it to Warsaw.

NDVO can do back end jobs for WVO like background check etc. But taking decision is sole authority of vo who is handling your file, except, transfer of file to other vo.

Passport CAN be sent out of home country if the destination is EMBASSY or HIGH COMMISSION. I have confirmed information on this.

If you disagree with what my views are, I respect the difference of opinions. I just wanted to help you.

But as you already have tons of information, I suppose I do not have any role to play.

My best wishes are always with you, Harry. :)

You seems all correct on everything ,for this one I would add ,Something very obvious is if someone is living in India ,why would he send passport to a VO outside country and for others who live outside India ,its not they can just send the passport to Warsaw but they can send it to any nearest VO all over the world applies the same.Just you need to fulfill the requirements of that particular VO.

NDVO can do back end jobs for WVO like background check etc. But taking decision is sole authority of vo who is handling your file, except, transfer of file to other vo.

This is of course true that the authority resides with Visa Officer at Warsaw but mostly for background checks ,especially where they had a doubt in some applications ,they send the files to NDVO for employment background checks ,if its positive Warsaw takes a positive decision ,Just adding I think what you said was correct
