I guess it is a factor for the delay in DM not sure though
Ppl who have got DM/PPR along wid an overseas pcc cud pls update the time it took from TLU to DM

I too am having a US ppc.... TLU 20th may.....docs reachd 26th may still haven't heard nething form vo..... i hope i am wrong
