FSWP NOC 2173 queries

Hello Admin,

I need some advice about FSWP application. I am planning to apply for self only. I reside in New Delhi.
1) Bank draft of amount CAD 550 is sufficient as fee?
2) Proof of funds - I have no property and planning to make FD. How much amount I should put in FD and for how long? and What kind of letter I need to get from Bank.?
3) In generic form what will be "Immigration office requested for processing this application"? I do not find any help regarding this.
4) "where do you intend to live in canada"? If I write Toronto, Ontario, will that be only place i can try to find job after getting PR?
5) My biggest confusion.
I applied for CSQ (quebec skilled worker visa, initial application in march 2013). I received only a reference number in May 2013. But after that I tried to find updates many times but looks like nothing has been done even after 1.5 years.. So I am planning to go for FSWP and will cancel CSQ app if my application gets accepted in FSWP. But I am not sure how should I do this all.

In Form its asked that 7a) "have you received CSQ" I can say "NA"
but 7c) If no, when did you apply for CSQ (date is asked)? I doubt If I put date of CSQ application, they will reject my FSWP application?
What should I do? I am defnitely interested in FSWP as its faster and has broder futire prospects. I have arranged all documents required for FSWP. Please help.

2) Proof of funds - I have no property and planning to make FD. How much amount I should put in FD and for how long? and What kind of letter I need to get from Bank.? Check the required amount here: http://www.cic.gc.ca/english/immigrate/skilled/funds.asp. Bank statement of past 3-6 months and/or certificate of statement from the bank.

Please help with 2 more queries:
1) How does CIC do the current employment verification in india? What is their process?

Actually I have worked in 5 different places in 9 years. From IBM (3+ years) and other (2.5 years) i have role responsibilities letter on letter head. Its difficult to get it from other 2 old companies, so i will make statutory declaration.
But the biggest issue is that i am currently working in a department of a Ministry of Govt of India. They will not give detailed roles responsibility letter.
If somehow i get it from a senior of mine on letterhead, will verification inquiry will come to him only or it will go to head of department, in which case that senior of mine would be in trouble. Please explain me the process how CIC does verification of current job?

2) I see in generic form If we choose any province other than quebec, 7 a,b,c section grey out. So if I chose Ontario Toronto as preferred place and as I have applied for quebec in 2013 march (which will take 3-4 years), will it be treated as if I am hiding information?will they come to know?

Its very hard to say how CIC conducts background checks. They may do it themselves. Or they may hire verification agencies.
