Did you raise CSE? If not - raise CSE. If your file in Manila, your will get reply from MANILA. If haven't got any reply then you can assume that file is belong to SGVO.

Yes, I raised GCMS on May 25th and got it June 23 th.
Findings is they didn't touch my file and stated as NOT STARTED in all four category.
Anyway, you welcome.

Hi Guys,

Recently I have raised CSE to Manila VO and received email from them like below:
"Your file has been transferred to the Visa Office of the Embassy of Canada in the Philippines and is queued for review by a visa officer."
So my file has been transferred to Manila VO.
I am a July applicant and 364D has been passed since my application filed.
I will be regular in this thread and follow you guys from now on.
