I don't think what you received is a PER email. A typical PER email will say something like the one below:

This is when you will have to submit any changes on your status (like add'l family member) and any other documents the local VO is asking you.

All documents will be asked by the local VO and you should send it to them. If your local VO is Manila, then you can email them at manil.immigration @ international.gc.ca for any questions or clarifications.

For any questions, just ask. :D

The PER i received was not exactly this way but it said your application has now been placed into processing. So yeah, what you got is a PER. :)

You have received a different letter email from CIC. Pwede po bang ma share nyo your own letter for us to have an idea as well. You can also delete those important details of yours.
