If we work out an average of apps received per month, it's something around 3k. Multiplying that by 2.5 months gets us very close to the 8k remaining apps you calculated.

Hi, just my thought.. The bulk of the application was mostly on those Hot NOC's which by now are already capped. The probability of reaching the total intake of 25,000 is very slim.
As you can see information below which i took from CIC website recent update. Highlighted in
RED are 20 NOC's. If and only if, we are to assume these NOC's will reach its individual 1000 max cap, we will then have total 20,000. The remaining NOC's below and still have some which i no longer included here, chances of them reaching 1000 mark is close to zero.
Hence, i do believe if there will ever be another update from CIC.. Total 25,000 mark won't be achieved.
As for your query. you are good to go if your a 31st December applicant, unless your NOC is already Capped!
