Job Summary: Under the general direction of the Regional Medical Officers and as part of the Regional Medical Office team, the Health Admissibility Adjudicator (HAA) screens and assesses a large number of immigration medical examinations every year. While the HAA does not perform the medical examination, he/she will review all the medical documentation, test results and chest x-ray that are part of the examination in order to identify health risks and conditions. This position works closely with the team physicians who provide guidance and advice. The HAA assesses medical information regarding visa applicants’ admissibility to Canada on health grounds.
Job Description
Processes Medical Reports of prospective immigrants, temporary residents and refugee/refugee claimants and determine medical admissibility to Canada by: 75%
Analysing and interpreting the results of medical examinations and medical reports of applicants submitted by Panel Physicians (PPs)
Ensuring that all routine and required tests have been performed as indicated by the applicant’s age and Immigration category under the Immigration and Refugee Protection Act (IRPA)
Ensuring that all routine and required tests have been performed as indicated by the applicant’s medical history or condition
Identifying the need for and requesting additional information required to render admissibility decisions
Identifying medical files that require urgent or immediate action (such as cases of active TB and bringing these files to the attention of the RMO
Determining and providing medical profile, diagnosis, diagnostic coding, rationales and (for some cases) special precautionary restrictions to RMO and locally-engaged physician for review of chest x-ray films and final medical decision
Provides final decision on medical admissibility for certain medical files by: 5%
Ensuring that medical file is complete and that information provided is sufficient to render a final medical decision
Evaluating the information provided in the medical file using established guidelines and policies, current professional knowledge, principles of adjudication and analysis techniques and practices
Providing the medical profile, diagnosis, diagnostic coding and medical narrative to reflect the condition referenced in the medical report including any restrictions that may apply specific to applicant’s Immigration category
Percentage of time allocated to activities listed below: 20%
Participates in research and the preparation of reports and statistical information for submission to RMO and HB by:
Compiling data and detailed medical information of disease specific cases for submission to HB on a monthly basis
Preparing data and providing statistical information to the RMO for use in promoting improvements in medical case management
Providing specific information to RMO and HB on processing issues which may be unique to this regional medical office
Conducting surveys and analysis of medical files by category/medical profile/ disease processes for submission to RMO and HB
Develops protocols and guidelines for the management of routine medical files and those requiring special handling by:
Evaluating current practices and researching previous case management protocols and guidelines
Providing advice and guidance to clerical staff on the processing of medical applications
Establishing a procedures manual to promote consistent handling of medical files
Providing input and comments to RMO and HB on proposals for amendments to manuals, procedures and guidelines
Identifies impediments to and develops resolutions for the effective delivery of the Immigration Regional Health Services program by:
Collaborating with medical, management and clerical personnel to identify issues that might hinder the efficient processing of medical files
Collaborating with medical, management, clerical staff at Mission and Headquarters in the collegial development of innovative, goal-oriented solutions to improve program integrity and the quality and efficiency of case management
Provides expert advice, assistance and support to the Panel Physicians (PP) Network by:
Directly liaising with PPs by phone, fax or e-mail to address urgent situations, complaints, concerns and enquiries
Providing advice and information to PPs regarding immigration health assessment policies, criteria, procedures and processes
Providing quality assurance reviews of medical examinations and reports submitted by PPs
Identifying trends or patterns in application documents from particular PPs or with respect to certain medical conditions
Identifying performance issues, advising the RMO of findings, making recommendations on required corrective action
Performs other duties by:
Providing clerical assistance to the regional medical office like data entry and file destruction as and when required
Essential Qualifications
Language
Fluency in English (reading, writing and speaking)
Education
Medical Degree from an accredited university recognized by the Association of Philippine Medical Colleges and a medical license issued by the Medical College of the Professional Regulations Commission (PRC); an equivalent medical degree from an accredited university from another country may be considered
or
Bachelor’s Nursing Degree recognized by the Professional Regulations Commission (an equivalent nursing degree from an accredited university in another country may be considered), AND Master in Public Health, Epidemiology and Statistics, Infectious Diseases, Health Service Administration, Business Administration, or other related areas
Experience
At least two years’ experience in clinical health care in a hospital setting
or
One year’s experience in clinical health care, with an additional one year's experience in a public health program, community health program, and/or health research program

Master’s degree in Administration, Public Administration or related disciplines
Experience
At least 3 years’ experience in clinical health care related to the medical management of tuberculosis and/or chronic diseases
Conditions of Employment
The successful candidate must:
Maintain the required level of security clearance from the Government of Canada. This involves, among other things, criminal record checks, and validation of qualifications.
Meet medical requirements as defined by the employer and will be asked to undergo a medical evaluation by a physician.
