I am unable to download the general application from CIC website. Where to get it?

I AM PREPARING MY FILE , IS THERE IELTS IS REQUIRED FOR SPOUSE ALSO...???MEANS IS WE HAVE TO SUBMIT RESULT OF MY AND MY SPOUSE ALSO WITH APPLICATION ????? ??? ::)

There are no forms for the May FSWP yet. There isn't even enough info about the application process (such as eligibility, ECA agencies) yet. Keep an eye in the CIC's website for any updates from their side. Meanwhile read this to gain an insight into the proposed changes.

IELTS is not needed for spouse. But having IELTS score above band 4 for your spouse can get you additional 5 points.

These guidelines are for the current applicants (with job offer of Phd). Some of the things will be similar to MAY FSW, so you can look into these forms and be prepared, but do remember that there will be new sets of guidelines and forms for the MAY FSW, which they will update at some later time.
As for not being able to download the form, it most likely is your computer or browser related issue. They open in explorer but not in chrome when I try.

The ECA list and the priority occupation list are scheduled to be out in April. So, I am assuming that the updated forms and complete guidelines will be out some time in April too.

please give all the documents list required for federal skill worker to be send. which documents are to be send in original and which their copy. please provide me all the documents lists the earliest.

Most of your queries can be answered in the cic's website if you look through their pages. Follow this link and first read everything relevant to the process.

Proof of funds: CIC says you can provide either a bank certification letter, or a latest statement showing the total funds available. It does not require monthly statements initially but might ask for it later (usually of 6 months). If you can, it's best to send the 6 months history right at the beginning, but it's not required. CIC says it has to be recent, but doesn't specify how recent. I would try to get it as fresh as possible.

Birth certificate: CIC says birth certificates are compulsory, but I have heard from some people that in case you can't get a birth certificate, school certificates that shows birth date are acceptable too (this is very dicey). If I were you, I would try to get a birth certificate.
