My AOR came on 13 February and no MR yet. Is it time to raise CSE. I am NDVO applicant transferred to Colombo VO.

Yes you should write to them. Ppl with AOR of 11-Feb have got MR 20 days back.

Updating my timeline - Just for information to CVO applicants..!!

App. received date - 24th Sep, 2014
NOC - 0111
PER - 7th Jan, 2015
VO - NDVO transferred to CVO
AOR - 11th Feb, 2015
MR , PCC & RPRF - 23rd Mar, 2015

I kept Medicals on hold as my wife was pregnant & due date was 8th April, 2015... : :
MR, PCC & RPRF - submission deadline was 23rd Apr, 2015.

6th Apr, 2015 - Blessed with a baby boy..!! :-* :-*
17th Apr, 2015 - MR , PCC & RPRF done for me & spouse (As advised by the Doc to do it after 10 days of delivery)
18th Apr, 2015 - Couriered original PCC, RPRF receipt & eMedical acknowledgement (reached on - 20th Apr)
18th Apr, 2015 - Sent an email asking procedure to add newborn (attached RPRF receipt, eMedical acknowledgement & application for adding newborn)

21st Apr, 2015 - Received reply from CVO describing the process to be followed. It is mentioned that, post submission, they'll send request to perform medicals for child..!! (They are indeed quick on replying the emails... ;D ;D)

Now collecting the documents to be sent for adding child to application..!!

MR from AOR is generally taking 40 to 45 days...So gng by the trend you should have received it.
Have other group members with similar AOR date have received the MR?

I suggest you should wait for MR this week
