There were ongoing FSW draws at that time, it wasn't restarted right before the election.FST draw held 5 days before the October 21, 2019 elections and All program also took place earlier that month so that premise doesn’t really hold.
Not saying the draw will happen with 100% surety though but I doubt if elections have effect on round of invitations

Agreed with @mushymush there could be a CEC draw. I just highly doubt they are going to reinstate FSW draws right before the election. Immigration is becoming more political because of housing and the recent increase in popularity of the stupid People's party.
We have no idea why the Liberals stopped doing FSW draws in December and why they have not reinstated them this summer, when border reopening became clear. One possible reason for them to stop FSW draws is because of politics. It isn't the only explanation! But it is one.
