FSW - what is covered by BC and RoE

Hey Guys,

maybe that has been mentioned somewhere, but I couldn't find it. Does anybody know what for each process actually stand?
What is being actually checked under Background Check and what do they process when it comes to eligibility review?

In particular I am wondering if one is found to be eligible for FSW does that actually mean that all papers like work reference letters, PoF etc have been approved and background check is all about making sure that PCC and similar staff are correct?
