how long does this stream take? i know CEC is extremely fast. Is it just me, or all applicants in this stream are slower?

Based on the various cases in the tracker, recent FSW-inland applications take about 90-120 days.

Yes, BC goes to IP for a second time. This usually means they're close to making a final decision on your application. Some people have received PPRs on the same day their BC status changed to IP for the second time.
