The experience of one or two of the earliest applicants makes it clear that CIC will return applications if they don't have a copy of your ECA - even if you wrote the reference number in your EE application, and even if they don't ask for it!

I suggest uploading it with your other educational documents.

IMO, this is a real mistake on the part of CIC, and it was reasonable to expect that, as with the IELTS certificate, CIC would use the provided reference number to check the veracity of the report, or would ask you to upload it if they wanted to see it. That has not been some people's experience, so everyone should be VERY CAREFUL to include a copy of their ECA when they upload their PR application.
 
Canadian education don't require ECA. Although I would not be surprise if they ask for a scanned copy of transcript that shows "Graduated". Anything that proves you have graduated.
 
The instruction from the CIC website says:

"Note: You will have to provide the reference number from the report in your Express Entry profile, as well as your application for permanent residence (along with proof of your foreign credential). If we cannot validate the number you enter, we will need you to provide an electronic copy to confirm. Keep a copy in case we need to see it.

CIC does the validation via WES and other ECA agencies, they only request a copy if the reference number you gave them wasn't correct.

Guys, I would like to add one more thing: Please attach your certificates and Mark/Grade sheet along with your ECA. Just because of this reason our application was returned last year. I am not telling that this is mandatory but to be in a safe side you may do that. I don't know the EE system but it was mandatory for FSW 2014 that you have to send a copy of your certificates along with your ECA report. Thanks Guys.
 
I believe when they say upload education credentials it also include ECA. If you study in Canada this does not apply to you. If you have your credentials accessed and claimed point based on this upload your ECA (FSW & CEC applicant alike).
 
Its really not about what you believe, this is what the instruction says:

CIC has their own way of verify your credential if you say YES and provide the reference number. The people who have their application cancelled said NO to ECA and did not provide the reference number.

Uploading your ECA with your certificate will not cost you anything BUT that is NOT the instruction. A friend had his application approved without uploading ECA and they even did not ask for English Test result.

hmm i think its only for oversea education... ppl who graduated here in canada they are on PGWP, if you didn't graduate you don't even have the work permit

In theory. But for one poster, his PR application was denied even though he had provided his reference number - and they did not ask for a copy, they completely denied his application. As there seems to be no appeal from such a decision, it would be prudent to automatically upload a copy of your ECA with your diploma or other requested educational documents.

Not all CEC applicants are on PGWP.

Document requirements

To receive program-specific points for education, the applicant must either
provide proof of having completed a Canadian secondary or post-secondary educational program; or
obtain an Educational Credential Assessment (ECA) and provide the ECA reference number in their application, along with proof of the foreign educational credentials for which points are being claimed.
Proof of completed Canadian or foreign educational credentials can include copies of
secondary or post-secondary education documents (certificates, diplomas or degrees); and
transcripts for successfully completed secondary or post-secondary studies, if available.
Where an ECA has been obtained, the applicant must provide the ECA reference number in their e-APR for online validation directly with the issuing organization.
A scanned copy of the ECA is not required when submitting the e-APR but may be requested by CIC at a later date.

Dear Dobes - this is not a requirement anymore as you cannot get an ITA issued under EE unless CIC has validated your ECA and IELTS number. Further after your electronic AOR the CIC will first revalidate the ECA and IELTS results electronically and if there is any discrepancy reach out back to you for proof before taking a decision to reject. All the eAOR requires is a scanned copies of your degrees as the ECA process by WES or other accredited agencies is supposed to take care of the equivalence and transcript/marksheets sent by your respective universities earlier in EE process.Hope this helps address concerns
