FSW - PhD Stream living in Montreal, received a concern letter

I recived the following letter to ask me to submit information and/or documentation to prove that I will live in a province other than the Province of Quebec.

"I am writing you this letter to express a concern regarding your application for permanent residence in Canada under the Federal Skilled Worker Class.

As per Regulation 75(1) of the Immigration and Refugee Protection Regulations, the Federal Skilled Worker Class is prescribed as a class of persons who may become permanent residents on the basis of their ability to economically establish themselves and who intend to reside in a province other than the Province of Quebec. Although you indicated on your application form that you intend to reside in Ottawa, Ontario, you currently live in Montreal, Quebec. I am concerned that you do not intend to live in a province other than the Province of Quebec.

Therefore, please submit information and/or documentation that would allay this concern within 30 days from the date of this letter. Please ensure that you quote the file number indicated at the top of this letter on any information you submit. If you do not to respond with additional information and/or documentation, or if your submission does not allay this concern, your application may be refused.

I look forward to receiving the additional information and/or documentation within 30 days."


I am still a PhD student and cannot move out of Montreal in the next two years. I have no way to get a work offer from other provinces right now. What should I provide them?

Can you transfer to a PhD program outside of Quebec?

I realize you would not be able to transfer in a month. However if you made it a priority, you might be able to get a school to accept you as a transfer student and begin the process of making this transfer happen (e.g. pay some fees, start securing accommodations in your new province, etc.).

I'm afraid I don't know what else to suggest. To qualify for FSW you must prove you plan to settle outside of the province of Quebec. Not sure how this will be possible for you to do if you still have 2 years of studies in Quebec remaining.

Hi, Please do what your doing and continue with your Phd. You will get plenty of opportunity after you complete your PhD. So no rush.

All I can do is send them a letter. Then is up to them.

The easiest way is to find a PR wife. 8)
