Please clear me is below written is true?

On November 28, 2008, Citizenship, Immigration, and Multiculturalism Canada Minister Jason Kenney announced the new instructions for the processing of all Federal Skilled Worker applications received since February 27, 2008.

The Action Plan for Faster Immigration seeks to shrink immigration application processing times to 6 to 12 months.
Under the Immigration Minister's new instructions, Canadian Immigration Visa Officers reviewing Federal Skilled Worker applications will process those from candidates who:

Have at least one year of continuous full-time or equivalent paid work experience in the past 10 years in one of the 38 qualifying occupations; or
Have been living in Canada with legal status as a Temporary Foreign Worker or an international student for at least one year; or
Qualify for Arranged Employment with a full-time permanent job offer from a Canadian employer.

Yes - this is the new system. You need to apply under Category 1 (Skilled worker), 2 (Job offer) or 3 (Canadian experience). Each has separate procedures and rules. Read it all carefully.

I send pasting of site which is not CIC. Even you wont find it on their any Govt. original site stating that case will be final in maximum 1 year. Is there anything written somewhere? I have watched categories, but not that short time.

Pay notice to the phrase "seeks to shrink."

It is a question of demand and supply, so no one (not even CIC) can guarantee a time limit to processing of your file. Canada has to take only a certain amount of immigrants each year. So the speed will actually depend on how many applications are filed each year with CIC. Sure, CIC could to a certain extent control this by adjusting the 38 occupation list accordingly but that's about it!

Thats what i am saying that many of web sites are publishing that case in these categories will be final in 6-12 months. Though there is nothing in real stated by CIC or govt.

But on forum web site. www.canadavisa.com its openly written that case will be finalized in maximum 1 year

Here is the exact words of Minister Kenney :

“We expect new federal skilled worker applicants, including those with arranged employment, to receive a decision within six to 12 months compared with up to six years , under the old system,” said Minister Kenney. “All other economic class applications—including applicants chosen by Quebec, provincial nominees, the Canadian Experience Class, and live-in caregivers—will continue to be given priority.”

These improvements, coupled with a number of recent initiatives that include the introduction of the Canadian Experience Class, bring Canada in line with two of its main competitors for highly skilled labour: Australia and New Zealand. Both of these countries have eliminated their backlogs and have systems that deliver final decisions for economic applicants within a year.
“The recent steps this Government has taken to improve our immigration system will help ensure that Canada remains competitive internationally and responsive to labour market needs domestically,” said Minister Kenney.

The statement may be true although I don't see how it fits the current reality. As we all know nothing has really been done to applications filed after Feb.08, at least at Buffalo, other than a simple notice and a file number. Therefore for more than half of the people it's already past the 6-month mark and for some the 12-month is approaching. Does it mean that they can expect their approval notice in a month or two?

i think rupesh means that by april 2009 the feb-mar 2008 applications will be more than a year from date of application, so they will take a bit longer than the 6-12 months.

while the post november applicants will be a bit more on schedule for the 6-12 months approval,
