You cannot apply for CEC specifically. You will have to create a profile and the system will let you know what all programs you qualify for.
But you can’t create another profile in the GCkey if you already applied and have pending EE application. Everyone who has 2 applications submitted has also 2 different GCkey accounts. This is the only way how you can apply for a second application-you must create another GCkey.

based on your comments, is it safe to say then.. there is nothing wrong in having two GC keys as it seems the only way to me now.
I'm pretty sure there's nothing wrong in having two different GC key accounts. I used one to apply for study permit, work permit, and used a second one to apply for PR. I used same email address for both and my UCI got updated in the second.

You do not need two gckeys. You can have multiple applications under the same gc key. If you want to create a new one, that is fine too.

How do you create two application under same GC key. There is no option showing for me too apply for express entry as I have already submitted one application

I am seriously considering submitting a new application now that I am 2 months away from the 1 year mark.

@legalfalcon - in this case, can I ask a refund on my first FSW Inland application?

I really hope not because I'm self-employed and don't intend to find a job any time soon as my business is thriving. Thus, I won't become eligible for CEC.
I dread being forced to quit my own business and finding a full-time job, but I'm considering doing it if nothing happens until early 2022. I have to make sure I get my PR before my PGWP expires. It's been 5 years in Canada raising my points to qualify under FSW, and I feel so drained...

Anyways, I don't see how it would be helpful to them... I think the reason is the one that was said here before: " They don't really have a way to easily separate inland and outland". Or even to easily verify if each FSW inland candidate really stayed inside Canada after so much time into the pandemic.
