I agree that that they're not distinguishing between FSW inland and outland applicants, as otherwise we wouldn't have been in this dire situation right now.

But I'm 100% sure that distinguishing between inland and outland applicants doesn't take slightest effort on their behalf, even though I have no idea about their internal system.

Even the most dysfunctional CRM will let them filter their data based on the country of residence.
I work in tech. There is a big difference between:
1. Having a country of residence field available you can use in a search functionality
2. Having the ability to split applications in the queue and assign them to individual case officers by country of residence

I suspect their system can do #1 but not #2. So here we are.

I would like to jump the gun little here.
I strongly think that IRCC can split the application and can take inland application, if they want to. It won't be hard to create for their internal team, if the system doesn't already exist. But I'm sure it does exist with the filtration of applications, though I don't have any hard proof. I can say it from my experience working in software sector. Even their client support centers can filter my application than surely the full-scale officers view will have those features.

Also, I would like to inject this suspected internal ircc memo which was shared by Legal Falcon few months ago: https://www.facebook.com/groups/EEwithLegalFalcon/permalink/2646265645680039
Look at the first image, second paragraph which asks officers to look for CoR of applicants in the GCMS for processing.

I'm attaching the image here for those who don't have access to the fb group:

Yes I did, I even confirmed they had my new address over the phone. Just ordered GCMS notes see if my file has been touched since.
ah okay. mind telling me which number you called to confirm your address with them? the number i got off google just leads me to an automated voicemail telling me to submit a webform :rolleyes:

Sure, so I landed in May and I immediately sent a web form listing my new address and a copy of my lease. After about 2 weeks I got an email saying they received my information. Then a month later I called at 1888-242-2100 and the agent confirmed that they had the new address on file. Since this was before the Afghan crisis and stuff, idk what your luck might be in getting an agent to actually talk to you now.

Come on mate, there is a difference between filtering something in an ad-hoc search functionality (extremely simple to implement) and determining which fields you can use to assign cases to individual IRCC officers. The 2nd isn't a simple search-results functionality. The configuration for it is certainly not accessible to most system users, as there is a 0% chance that IRCC officers can select their own cases. So it is an admin-level functionality. There is a real chance their system cannot assign cases by CoR - and there may well be ethical/non-discrimination reasons for doing so.

Along those lines, the document you attached clearly indicates that officers are leveraging the CoR in the application details - not in a table format. So they are using this to interact with cases they have already been assigned.

Wait this is a really good point. if they implement a system that can assign cases based on country of residence, that can open the system up to abuse and discrimination in the future. and it also points to a reason why such a system might not be in place. CEC and FSW are different categories so that segregation is already done during profile creation, removing the possibility of country based discrimination. The downside being FSW country of residence is not considered.

Hi guys,

I'm a FSW-inland applicant. I applied for GCMS notes through GCMSonline.

Its been over a month since I applied and have not received my notes yet. Did anyone get the notes within 30 days?

But they must have some ability to sort it in the queue because they assign applications to different case processing centers depending on COR.
Like, they know ALL applications in Montreal are from the same CORs (Canada and USA, both of each are being currently processed). It doesn't make sense to me that they would need to sort it again in order to be able to assign it to officers within the processing center.

Great point. I think my biggest point here is that whatever this configuration is - it is likely much, much harder to change than some people here are thinking. And unfortunately it seems the system is configured to split by stream before CoR.

Yes, I agree that things are much more complicated than one might think, but I think that the "splits" are more a matter of internal policy than the tech itself. There's such a lack of transparency that wondering is the best we can do...
