It’s hard to believe this lingering torture is over! I’m thankful to everyone in this group for the continuous support and encouragement! To those FSW-Inland applicants who are still waiting: I strongly believe your applications will be finalized within a month or two, definitely before the Express Entry draws resume!
Quick question: I’m currently traveling outside of Canada. The PR email asks to either confirm that I’m in Canada or provide the return date. Do you think it makes more sense to respond once I return to avoid further delays, or is it fine to respond now? I was planning to return in 30-40 days.

If you were to come back to Canada in a week or so, I would say you could reply once you returned, but I would never leave them without an answer for longer than that.
I'm not an immigration specialist or anything, but if I were you, I'd definitely reply right now and be honest about the return date.
