Applications need to be submitted by 31st December 2014.

However CIC will continue to process them till 30th April 2015.

Actually - that's not accurate. It's true that applications need to be received by December 31st. However CIC won't stop processing applications on April 30th. As long as the application is received by December 31st, CIC will continue processing the application no matter how long it takes to finalize (make a decision).
