This is a pretty controversial topic in these part of the woods but in the end it boils down to individuals and their choices. Either you can listen to people who are saying that the CAP is filled now or in few more days/weeks etc and not apply or you can put in your effort and overcome whatever obstacles you have and give it a shot. The question is what do you actually loose? CIC will refund the amount and if you are serious and did not make it (worst case scenario as I am a negative person) it will ensure that you have all the documentation ready the next time you apply i.e 2015.
I have been lurking in these forum for some time now and every time I logged in I used to worry and get depressed that I may not be able to submit my application on time and miss the cap this year. Its happened to so many people last year and its heart breaking. One thing we must remember those who didn't make it last year are the first ones to apply this year ;D
What I like to think to remain positive is
1. Last year each NOC was capped at 300, this year its 1000 that's 3X or 70% more then last year.
2. WES due to the flood of applications for FWSP WES is delaying the ECA and some of these are taking 30 days. This is bad for people who have applied (like me) as its delaying my application but good for others
3. A lot of applicants decide at the last moment, not everyone is getting an immediate IELTS exam booking. Results are received 13 days after the exam if there is no delay (May exams had a delay for BC candidates)
So my suggestion will be give it a shot who knows you just may get lucky this year
P.S If anyone has some definite data from CIC regarding the number of applications accepted then I would be more than happy to keep checking that and keep my mouth shut. In the meantime lets remain positive and pray
