Yes, I would say instead of wasting time, go for manual option. You have to apply for open work permit as well, it is mandatory. You send your application through fedex, within a day they will receive it.
Just relax, and read everything carefully, it doesnt matter if you take time to file, but be sure you did it accurately. Otherwise you know if something we miss because of hurry, it may cause further delay at the end of visa office.

Thanks Malisa, Finally I managed to do it online.... Have submitted my app for OWP and dependent's TRV... I am hoping this online app process would be quicker and I won't have to wait for std. Response time of 9 months for this....

26 July 2013 - Statement by the Professional Association of Foreign Service Officers: PAFSO Responds to Government's Rejection of Arbitration

Shortly before noon today, PAFSO received a letter from the President of the Treasury Board in which he rejected our offer of binding arbitration. Minister Clement’s decision was based on the grounds that PAFSO would not accept all six of the preconditions he wanted to impose on the arbitration process.

The Canadian public must understand two key facts:

Two of Treasury Board’s preconditions were so paralyzing that their acceptance would have predetermined the outcome of arbitration in the Government’s favour and negated the purpose and integrity of the process. Specifically, they wanted to exclude from consideration any mention of other professional groups in government who perform the same work as us – often in neighbouring offices – which has been at the heart of our position since day one.

PAFSO made a reasonable and responsible effort at finding common ground by accepting two of the six preconditions, and committing to a goodwill gesture – a suspension of service withdrawals while arbitration is ongoing – which would have satisfied a third.

Let us be clear: PAFSO has not rejected binding arbitration. We offered it in the first place. We agreed to pursue it even with three of Treasury Board’s preconditions. This offer still stands.

If Minister Clement truly believes his offer is “fair and reasonable”, he would not have shied away from arbitration without preconditions. Rather, he would have welcomed the opportunity to submit his offer to independent scrutiny. Instead, he sought to stack the deck in his favour by cherry-picking criteria which would have favoured Treasury Board’s position. He is trying to tilt the playing field to the Government’s advantage, and is clearly uninterested in a fair contest.

The Government has reached tentative agreements in two other long-outstanding contract negotiations during the last month, and will return to the table on Monday to address a third. PAFSO is one of the smallest unions in the federal government. Equal pay for our members could be achieved for $4.2 million – 1.5% of the impact this strike is having on the tourism sector alone. PAFSO can only conclude that the Government is behaving prejudicially toward the Foreign Service and is therefore negotiating in bad faith. This should be of serious concern to all Canadians.

Effective Monday, in order to persuade the Government that binding arbitration remains the responsible way forward to resolve our dispute, PAFSO members will withdraw all services until further notice at Canada’s fifteen largest visa processing centres abroad: Abu Dhabi, Ankara, Beijing, Cairo, Delhi/Chandigarh, Hong Kong, London, Manila, Mexico City, Moscow, Paris, Riyadh, Sao Paulo, and Shanghai.

We take no pleasure whatsoever in these strike actions and their real, severe, and mounting effects on the Canadian economy. But it should now be evident to all Canadians that from this point forward the Government of Canada bears sole and complete responsibility for these impacts. PAFSO has made every reasonable effort to resolve this situation; the Government has not. PAFSO encourages all individuals, businesses, and industry associations with a stake in the outcome of our dispute to intervene with the Government and urge them to bargain freely and flexibly with their own employees.

Hi Supa,

Since the request of addl. doc from LVO there is no update for the applicants of NOV group. while the rest of NOV group is receiving PPR's we are still uncertain about MR. lets hope for the best and have faith in Allah.

I did medicals in Jan 2013. Add documents only bank statement was requested from me alnogwith medicals. Then i add the new born baby in Feb 13. I sent complete documents of new born in May 2013. After one month in June i did medicals of new born and then after one month in July i received PPR1. I think the late was only from my end in my case( late submission of new born passport as you know problem in Pakistan) and EFL always responded my CSI in 1 to 2 weeks.
Again pray for early processing of your files.

Thanks for your wish. I tink I should do case specific enquiry now. I did medicals and additional docs in mid Jun and till no response and ECAS still showing Application Received rather than In Process.

I hope hey will give reply in timely manner.

After completion of all medicals, i sent them CSI that i done medicals on this and that dates but still my Ecas is not updated regarding receiving of medicals. I was surprised after two weeks when i received PPR1 in reply. Also my Ecas was also updated.

myECAS is showing medical received from 2oth June but the main heading shows Application received. I hope someone will look into my case sooner.

nothing has changed for us LVO applicants as such in your absence - except the fact that I got tired of waiting and have gone for OWP option... submitted my OWP application last week and now 'waiting' ... - which I was already doing before filing for OWP visa :-)

Dear Applicant,
Your application has reached the final stage of processing. Since Pakistani law does not permit the mailing of
Pakistani passports from Pakistan to other countries, we will not ask you to submit your passport to our office in
London. The issuance of your permanent resident visa will be a two step process.
Step 1: Follow the instructions in this letter to submit the requested items to our office in London. Once we have
reviewed them, we will send you instructions for the second step within 6 weeks.
Step 2: Do not submit your passport to our Islamabad office until you receive instructions to do so. The
Islamabad office cannot issue your visa before we instruct them to do so. (If you submit your passport early, it
will be returned to you without a visa.) The Islamabad office can only mail passports to addresses in Pakistan.
If you will want your passports returned to an address outside of Pakistan, then this letter does not apply to you.
Inform us immediately so that we can send you different instructions.
Step 1: Submit the documents listed below to our office in London. (These instructions do not apply to
accompanying family members who are entitled to Canadian citizenship, because they will have to travel on
their Canadian passports.)
1. Clear photocopies of your passport and the passports of each accompanying family member. The
passports must meet the Passport Specifications on page 2 of this letter because these are the passports you
will use to travel to Canada.
2. The Updated Information Chart on page 3 fully completed for you and each accompanying family member.

Passport Specifications
Your application will be delayed if any of the passports do not meet the following specifications. This delay will
shorten the amount of time that you will have to travel to Canada to become a permanent resident.
1. Submit only copies of the passport pages showing the passport number, date of issue and expiry, your
photo, name, date and place of birth, as well as any amendments to this information.
2. The photocopies must be from the passports you will use to travel to Canada. If you submit a different
passport in Step 2 than the photocopy submitted in Step 1, then all passports will be returned and you will
have to start again from Step 1.
3. Diplomatic, official, service or public affairs passports are not valid for immigration to Canada.
4. All names and dates of birth must be printed in each passport in English or French.
5. The given name (first name) of the passport-holder must be clearly printed on the Given Name line of the
biodata page of each passport. The surname (last name) of the passport-holder must be clearly printed on
the Surname line of the biodata page of each passport. They should match your Updated Information
Chart.
6. Your spouse must have their own passport. Your accompanying children should also each have their own
passports.
7. Each passport must have at least two empty pages.
8. For your visas to have maximum validity, all passports should be valid for at least 12 months from the date
of your medical examinations.
9. All passports must be intact and not worn, torn or otherwise damaged; the laminate on the biodata page
must be securely attached. Each page must be securely affixed to the passport; there cannot be any loose
pages. Ordinary passports are the only type of passport into which a permanent resident visa may be
inserted. Diplomatic, official, special or other similar types of passports are NOT acceptable.
What you should know
 You should not take any irrevocable action such as selling your property, quitting your job, or buying
plane tickets until you have received your permanent resident visa(s).
 Your visa will be issued in Step 2 to match the information in your passport photocopy submitted in Step
1. This will be the name that appears on all of your documents after you become a permanent resident
of Canada (e.g. driver's license, social insurance card, health card).
 If your family composition has changed (e.g. by marriage, divorce, birth, death), you must tell us now.
You must also tell us if it changes before the date of your intended departure. Information in our systems
must be up to date and considered before anyone can be granted permanent resident status on arrival.
 Your visas will expire one year after the date of your medical examinations. However, if your passport or
any of your family members' passports are due to expire before this date, all visas will expire on the date
that the first passport expires. You must enter Canada on or before the expiry date on your visas.
 The validity of a permanent resident visa cannot be extended, nor can a replacement visa be issued with
a new expiry date. If you do not use your visa(s) before the expiry date, yet still wish to immigrate to
Canada, you will have to begin the application process again, and pay new fees. The new application
would be assessed according to the immigration legislation in force at the time of submission.
