FSW application

I am planning to start the procedure for FSW process which ends on 31 Dec 2014.
I will give my IELTS in 1st week of December.

My questions are:

1) Is it too late to start the process?
2) How long does it take to get the Canadian PR or complete the approval process while applying from India?

How can anyone comment without NOC details ? every NOC has a CAP of 1000 and is hot / cold wrt CAPs filled. So if we know which NOC you are applying for, we can let you know if it is late or you can still try.
