FSW Application 0213

Hi,

I am planning to apply for PR under NOC 0213.

Below lists my experience:
1) Software Engineer (Nov 2004 - Nov 2006) : NOC 2173
2) Team Lead (Dec 2006 - March 2008) : NOC 0213
3) Tech Lead (April 2008 - till date) : NOC 9990.2

Do I get the points for 4 years work experience or only point for NOC 0213 will be counted?
I am presently in Canada, shall I put the Visa office in the application as Buffalo or New Delhi. Which one is faster?

Is it true that 38 Occupation list is going to be changed with in next two months?

You get points for all 5+ (how is it 4?) years, but your eligibility under the ministerial list is for the 0213 job only.
New Delhi is faster. Since you are in Canada, are you eligible for FSW2 or 3? I'm not sure about the speed of those within Canada. Wait for others to reply.
Yes, there are rumors that it will be changed in April and there's lot of speculation that 0213 may be axed. So, don't waste time - apply fast. Good luck!

Do I get the point for Embedded Sys Software Designer (9990.2)?
I will be in Canada only for 6 months. So I dont think I can apply under other category.
Is it possible for me to change the visa office to New Delhi later?
