Generally PCC is required if anybody stayed continued any country more than 6 months of time. However not sure for your case either VO sent you the PCC requirement in the MR stage or not.
You said that you already sent PCC, those were for both country's or not. And now you are staying in AUS. It is after sending your application in CIC or stayed in BD more than a year of time then you moved to AUS.
Usually CIC count PCC for 1 year valid (from issuing date) but generally PCC is valid for 6 month. In that case you should submit new PCC if has already expired from your submission of application.

IELTS should be valid the date of the application. For eligibility review, they will reference your current/old IELTS score.
Anyways, it is not as if you can "get" the score right, you have to give the IELTS to get a score. I dont see a need to give it at this stage.

I prefer not to depend on postal mail since it aint dependable in many cases.
