as virus bhai said it is actually a million dollar question. But the most plausible way so far I have come across is that once the priority NOCs are decided, each visa offices assign a number of application against each visa officers. now it depends on those visa offices how they handle those files. the timeline actually differs due to the visa officers working pattern, travelling duration and complexity of each applicant's file.

I think security clearance will be a big factor this year, at least for SGVO, and in this regard ppl claiming points for relatives in canada might get an edge

Go for FedEx or UPS....My recommendation is FedEx.....

Dont ever think for DHL....This is the worst one for delivering packages to NS, Canada.....
