can we mail the visa office to delay our pr till my new born baby?
You have two options:
1. Land before the baby is born and have the baby in Canada. It will be a citizen at birth. This is the easiest route in my opinion.
2. Inform the VO of your pregnancy and ask the add the baby to your application after the birth. This means you will need to supply the baby's birth certificate and passport (you will need to apply for one when the baby is born). You'll also need to supply a new generic application form and new family information and background declaration forms for your wife, the processing fee for your baby and your baby will need a medical. You'll need to provide updated proof of funds for your larger family. Depending on when your PCCs were issued, they may be expired and you may need to get new ones. If you choose this route, please be aware that visas expire 1 year from the date of the principal applicant's medicals and this date CANNOT be extended. So if your medicals were on 9 April 2015 your visas will expire on 8 or 9 April 2016 (I'm not sure which), or on the date the passport expires if that is sooner. Depending on how far along the pregnancy is, this may leave you very little time to land after the birth. Alternatively, you may be able to re-do your medicals after the birth and give yourselves more time. I'm not sure if you can request this, or if the VO may demand it if it appears that time is running out.
Either way, don't allow your visas to be issued until you have a 100% sure plan of what you are going to do. Once visas are issued your application is closed and cannot be re-opened to add a baby born outside Canada. You CANNOT land with a baby that doesn't have a visa. Also, make SURE you can land before your visas expire. If your visas expire unused you CANNOT land and you will have to re-start your entire application process according to the rules in place at that time (EE or whatever the rule is at that time, not FSW). Once issued, the validity of visas CANNOT be extended.
To me #1 seems far easier. Good luck and congratulations on the pregnancy.
